Investigation Requested into Alleged Illegal Construction in Beshumi and Surrounding Areas

Statement by the Non-Governmental Organization Regarding the Situation in Beshumi

The non-governmental organization “Georgia – Information Center for Combating Corruption” states that alleged cases of illegal construction and the unauthorized occupation of state-owned land in Khulo Municipality, in the Beshumi resort and its surrounding areas, require immediate investigation.
According to the organization, as part of the monitoring carried out from 2025 to the present, approximately 700 alleged cases have been identified in Khulo Municipality of the Autonomous Republic of Adjara, specifically in the Beshumi resort and nearby areas. These cases concern the unauthorized occupation of state-owned land and construction without permits.

Alleged Violations Identified During Monitoring

The organization states that the approximately 700 cases reflect only the data identified during 2025. Monitoring is still ongoing, and new alleged violations are being identified on a daily basis.
As part of the monitoring, local residents were also interviewed on site. They spoke about the possible illegal occupation of state property, unauthorized construction, and the inadequate response of the relevant state agencies.

The Issue of the Beshumi Resort Administration and Municipal Supervision

According to the organization’s assessment, the activities of the Beshumi resort administration require particular attention, as does the effectiveness of the supervision service of Khulo Municipality City Hall.
These circumstances require a comprehensive and objective review by the competent investigative authorities.

Appeal to State Agencies

The non-governmental organization calls on the Prime Minister of Georgia, Mr. Irakli Kobakhidze, the Chairman of the Government of the Autonomous Republic of Adjara, the Prosecutor General’s Office of Georgia, the State Security Service, and the relevant divisions of the Ministry of Internal Affairs of Georgia to immediately launch a comprehensive inquiry into these facts.
The organization requests that, if signs of a possible crime are identified, all legal measures provided for by law be taken.

Recommendation to Ensure the Objectivity of the Investigation

In order to ensure the objectivity of the investigation, the organization recommends that, before the inquiry is completed, consideration be given to the temporary suspension of the authority of the director of the Beshumi resort, the head of the supervision service of Khulo Municipality City Hall, and other responsible officials, if legal grounds for doing so are identified during the investigation process.

Readiness to Provide Materials

The non-governmental organization “Georgia – Information Center for Combating Corruption” declares its readiness, in the interests of the investigation, to provide the competent authorities with materials obtained during the monitoring process, photo and video evidence, and other relevant information.
